This value (in inches) is the depth of liquid water that the snowfall on the ground would melt to. Having 3 inches of water on the ground is a dangerous situation, since the ground is frozen and if a rapid melt was to occur this water would run off and cause other hydro problems like ice-jams. Much warmer weather is on the way after today's snowfall and rain, but temperatures are expected to freeze during the night time which helps to slow down snow melt.
